Rules to Become a Contestant

To compete in a local pageant a contestant must fulfill the following requirements:  

bullet A contestant must be born female.
bullet A contestant must be a U.S. citizen.
bullet A contestant must have never been married.
bullet A contestant must be a resident of city/town/state for a least six months preceding the date of the local pageant in which she wishes to compete OR must have fulfilled eligibility requirements by educational status or employment.
bullet A contestant must have never performed any act or engaged in any activity or employment that is or could reasonably be characterized as dishonest, immoral, or indecent.
bullet A contestant must be between the ages of 17-24 years of age. A high school graduate and no older than twenty-four (24) years of age on December 31, 2009 (for Miss America 2010).
bullet A contestant must be of good moral character and never have been pregnant and is not now pregnant nor the adoptive parent of any child and has not been involved at any time in any act of moral turpitude.
bullet A contestant, other than minor or petty offenses, must never have been convicted of any criminal offense and there are no criminal charges presently pending against her. 
bullet Must be a high school graduate or have successfully completed the G.E.D. testing program for high school equivalency or have successfully completed the academic requirements for entry into a four-year college/ university degree program by July 30th immediately preceding the National Finals.
bullet A contestant must be in good health and can participate fully and without limitation in any program activities.
bullet A contestant must participate in actual competition in a local pageant within the year immediately preceding her competition in the state pageant and be certified the winner of that local.
bullet A contestant must not use or consume any illegal controlled dangerous substances or abuse the use of alcohol or other dangerous substances.

Private Interview
25%

A podium will be used.  The contestant may stand behind it, or on either side of it, but not in front of it.

10 minute interview.  Interview begins immediately

Interview continues until the 9:30 timing mark.

30 seconds to close this phase of competition to make statements on issues/subjects that she wants the judges to know about that has not been previously discussed. The judges may NOT ask follow up questions relevant to the subject. 

If discussion ends before the 30 seconds are up, then the interview ends.

Talent
35%

Talent will be a maximum of  90 seconds. Any talent presentation under 90 seconds is acceptable.  Talent may not consist of more than two songs from any one piece or medley of songs.  Nothing longer will be accepted, and this will be strictly enforced! Contestants should plan a performance that will not exceed this limit. Judges will be informed immediately if a contestant runs over her allotted time. Each judge will then use this information to assist in determining his/her score of the contestant’s talent competition.  Judging of talent will also take into consideration the qualities and attributes of Miss Local.

Lifestyle and Fitness in Swimsuit
15%

Two-piece swimsuits are allowed on the local level and should be in good taste.  No thongs are permitted.  No hose will be worn.  DO NOT use oil on body.  Lotions may be used.  This is the responsibility of the local pageant committee. It is up to the discretion of the local pageant committee to decide if the contestant wears shoes during this phase of competition.  The Lifestyle and Fitness in swimsuit is designed to see how well the contestant maintains a lifestyle of good physical health, whether she meets the public expectation of a titleholder, and whether or not she has the confidence needed to be a titleholder. The contestant's drive, energy, and presence are to be likewise considered. 

Evening Wear
20%

Evening wear should express a sense of style and appropriateness for young women ages 17 to 24.  The Evening Wear phase of competition is designed for the judge to assess the contestant's beauty, poise, grace, and commanding stage presence.  The contestant's total look is considered. Her evening wear (not the value of the evening wear) should complement the contestant's individuality.  It is permissible to wear cocktail dresses, evening pant suits, or long gowns.

On-stage Question
5%

Two on-stage questions will be given. The first question will be a light question followed by a question from either the interview or her platform (if she has one).  The contestant's answer will be scored.

Judges Affidavit

Before starting any phase of competition, the judges must read and understand all six parts of the Affidavit before signing it. This is for the protection of the local organization.

Please review Exhibit B@#8 in reference to bonds.  No cash awards can be given.
